Since 1993, the US government has recovered US$270 million in sanctions against ocean polluters, with 76 per cent of cases being raised by a whistleblower. For example, when the US Coast Guard inspected the ship M/T Zao Galaxy in 2019, a crew member secretly exposed the illegal dumping of unfiltered bilge water, with pollution concerns ignored for ease and cost-saving.
