There is little to no enforcement in Hong Kong against companies bribing abroad. While Hong Kong accounts for 2.3 per cent of global exports, it neither opened nor concluded any known investigations or cases of foreign bribery between 2016 and 2019.

There are several inadequacies in Hong Kong’s legal framework and enforcement system that continue to hamper any efforts to combat foreign bribery, including in the Prevention of Bribery Ordinance (POBO), which still does not have a specific offence for the bribery of foreign officials. In addition, Hong Kong lacks specific legislation to protect whistleblowers in the public and private sectors.
