The project is implemented by the Transparency International Secretariat in collaboration with its national chapters in Moldova and North Macedonia, and the partner organisation in Montenegro. It is funded by the Agence française de développement via Expertise France.
National partners lead implementation at the country level, including advocacy, research, awareness raising and support to whistleblowers, while the Transparency International Secretariat provides coordination, technical expertise and regional analysis.
