Former Yüreğir district governor Mustafa Kılıç is accused of embezzling tens of millions of Turkish lira in aid funds intended for earthquake victims and impoverished families, with the investigation uncovering financial irregularities linked to procurement processes. Other people involved, including Özgür Akgül and Paşa Yaşar, have been implicated, with Akgül facing charges related to facilitating the fraudulent transactions, while Yaşar's role remains under investigation. Kılıç was arrested on 13 July 2023, and remains in detention while the investigation continues, with accusations of corruption and misuse of public funds still unfolding.
Former Yüreğir district governor Mustafa Kılıç is accused of embezzling tens of millions of Turkish lira in aid funds meant for earthquake victims and impoverished families. The investigation uncovered financial irregularities linked to procurement processes, including fake procurement and fraudulent claims. Kılıç, who also managed aid through the district's social assistance and solidarity foundation, allegedly diverted funds into personal accounts, misdirecting money intended for urgent relief and earthquake recovery operations.
Along with with Kılıç, Özgür Akgül, who acted as an intermediary in the procurement processes, has been implicated for facilitating these fraudulent transactions. Akgül's role was reportedly significant in arranging companies to engage in contracts that were linked to the misappropriated funds, though he denies any involvement in direct financial wrongdoing. On the other hand, Paşa Yaşar, another figure in the case, has faced legal scrutiny, though his exact role remains less defined compared to Kılıç and Akgül.
The investigation was triggered after a report by Ministry of the Interior inspectors, leading to Kılıç's arrest on 13 July 2023. He was taken into custody by the Adana police department's anti-smuggling and organised crime branch. On 17 July 2023, Kılıç was formally arrested and sent to prison following a decision by the Adana 2nd criminal judgeship of peace. The case has drawn attention due to the high level of alleged corruption, the involvement of government officials and the misuse of public funds meant for vulnerable populations. The trials of defendants are continuing, with Kiliç denying all charges, asserting that the accusations are part of a larger conspiracy. The fourth session of the trial at the Adana 11th high criminal court took place in the fall of 2024 and the panel decided to hear testimony from the then deputy governor and Nazilli district governor Huriye Küpeli Kan regarding the political conspiracies repeatedly mentioned by the defendant, Kiliç, in his defence. Additionally, the panel decided to continue the defendants' detention. The trial was adjourned to a later date to complete the missing elements.

The allegations against former Yüreğir district governor, Mustafa Kılıç, involve significant financial and social harm as he is accused of embezzling aid funds intended for earthquake victims and impoverished families. While the exact economic loss is still under investigation, various media reports suggest the amount could be in the tens of millions of Turkish lira. For example, NTV, one news outlet in Turkiye, stated that the total amount embezzled may be as high as TRY50 million (€1.35 million) or more. Also, the investigation also involves the Financial Crimes Investigation Board (MASAK), which reportedly found concerning financial transactions linked to the alleged fraud. These findings could suggest systemic misuse of government funds meant for emergency responses, which would further highlight the magnitude of the financial damage and the breach of public trust. Additionally, there are claims that he received donations from multiple companies, although there is no information available regarding the exact amount of money involved.
