In 2015, the board of the CDM approved the construction of a hydroelectric dam in Guatemala for its carbon-offset scheme, without sufficient consultation among affected communities. When indigenous groups protested the forced relocation and destruction of their lands caused by the project, they suffered brutal retaliation. Several people were killed, some of them by state authorities. Members of the EP as well as the UN High Commissioner for Human rights sharply criticized the approval of the project, and it was cancelled in 2017 due to the severe human rights violation.
