Germany’s former Minister of Transport linked to HVO100 lobby campaign

In spring 2024, German Transport Minister Volker Wissing (FDP- Free Democratic Party) publicly supported HVO100, a renewable diesel marketed as a climate-friendly fuel alternative. However, the Ministry’s fuel experts warned that HVO100 is a niche product unlikely to make a significant impact on climate goals due to limited availability. Despite internal concerns, State Secretary Oliver Luksic (FDP) assumed patronage of the campaign "HVO100 goes Germany" and, along with Wissing, participated in promotional events.
In mid-2024, when this became public through investigative reporting by ZDF, the association "Mobil in Deutschland" launched a lobbying campaign promoting HVO100, which, according to internal ministry documents and media investigations, included offering “premium-cooperation” packages for €9,900 that advertised exclusive VIP meetings with ministry officials. The Ministry later claimed it was unaware of any paid meeting offers, while the association denied arranging them. Internal documents indicate divided opinions within the Ministry on Luksic’s patronage. In July 2024, following the public revelations about the campaign’s lobbying practices, Luksic temporarily suspended his role as campaign patron.
After investigating the case, the administrative authority of the German Bundestag (Bunderstagsverwaltung) deemed the existing evidence as sufficient to sanction the association "Mobil in Deutschland" for breaching article 8 of the code of conduct under the German Lobbyregister. The latter states that if the register authority determines, after a review, that a lobbyist has significantly violated the Code of Conduct, that violation and the relevant code provision must be published in the register, making the breach publicly visible. Sanctions have been imposed for two years, including flagging the misconduct on the Lobbyregister entry of the organization, their representatives should not be invited for public hearings in the parliament nor receive day passes and be excluded from legislative consultations. It is the first time that the Bundestag administration has imposed sanctions for breaches of the code of conduct for lobbyists.
