The former Montenegrin national security agency (ANB) operative and a high-level police official, Duško Golubović ,along with his family, spent more than €1 million on purchases of various properties and luxurious vehicles over a 10-year period, according to an investigation published by MANS in January 2024. Following the publication of the report, MANS forwarded the complete documentation to the Special State Prosecutor’s Office (SDT), which then opened a preliminary investigation into the case.
The former Montenegrin national security agency (ANB) operative and a high-level police official, Duško Golubović ,along with his family, allegedly spent more than €1 million on purchases of various properties and luxurious vehicles over a 10-year period, according to an investigation published by MANS in January 2024. Following the publication of the report, MANS forwarded the complete documentation to the Special State Prosecutor’s Office (SDT), which then opened a preliminary investigation into the case.
MANS investigators started collecting the relevant documentation in November 2021. After working on the story for over two years, they published it in January 2024, documenting evidence of various purchases of Golubović family over the years. Their investigation showed that, along with his family members, Golubović had spent more than €1 million on various properties – apartments, garages, business premises – and luxury cars, including, but not limited to, BMW, Mercedes and Porsche, in a period of less than ten years. For instance, in 2013, Duško Golubović’s son Luka signed multiple contracts for vehicles and real estate amounting to close to €200,000. One of these purchases was Audi S3 Sportback, bought from the company Rokšped for €42,000. Duško Golubović claimed that he legally acquired all the property with the help of his family members, who have their own businesses, and that he never engaged in criminal activities. He added that he was involved in mining bitcoins. However, the financial records of companies owned by his family members, which MANS analysed, indicate that they could not cover the numerous purchases that Golubović and his family made. Namely, MANS analysed in detail each purchase based on the documents they obtained through FOI requests and compared them to the reported income of the family. They also analysed the financial statements of the companies owned by family members, since Golubović explained part of his family’s income coming from his wife’s private company. In the past, his career has been marked by numerous controversies and media speculations about the value of his property. What stands out are the phone records showing that Duško Golubović had communication with Naser Keljmendi, who has been accused of international drug trafficking. In 2011, Golubović confirmed those contacts, saying that he knew Keljmendi, but that he had no businesses with him. He then stated for Dnevne Novine: ‘I know Keljmendi, but by discussing circumstances of that acquaintance, we would be encroaching upon the professional part, which I cannot talk about’.
MANS noted that the evidence of obvious differences between the lifestyle and official income of Duško Golubović and his family suggests the need for a strong institutional response. Fifteen days after they sent the complete documentation to the SDT, the state prosecutor, Vukas Radonjić, confirmed that a criminal case has been created and that it is in the preliminary investigation stage. The outcome of this case is as yet unknown, but the collected evidence suggests that the official incomes of Golubović family could not the cover numerous purchases they made. As a person involved in this case was part of both intelligence sector and police, a thorough investigation is pressing in order to send a message to the public that the law applies equally to every citizen in Montenegro.
In July 2024 MANS reported that Luka Golubovic has sold his apartment with parking spaces for 375,000 euros, while the financial investigation is pending.
