Since March 2022, the NGO MANS has been monitoring the purchase and use of a luxurious BMW acquired by the agency for prevention of corruption (ASK) for its director, Jelena Perović. Documentation collected by MANS suggests irregularities in both the procurement process and subsequent use of the car. MANS filed a criminal complaint with the special state prosecutor’s office (SDT) in February 2023, and the case is now under preliminary investigation.
Jelena Perović, the former director of the Agency for Prevention of Corruption (ASK), has been under scrutiny for the purchase and use of a luxury BMW. Since March 2022, the NGO MANS has been investigating this matter, uncovering potential irregularities in both the procurement and use of the new limousine. MANS filed a criminal complaint with the special state prosecutor's office (SDT) in February 2023, and the case is currently under preliminary investigation.
The public tender posed corruption risks, considering that only one bidder submitted an offer, and ASK’s requirements for the technical characteristics of the procured vehicle in the tender documentation were identical to the technical details submitted by the bidding company.
Following the purchase of the BMW, the director of ASK made a decision to assign the limousine to herself for 24-hour use. MANS reported that this decision was illegal since Perović had no right, according to the government regulation, to use vehicles that are the property of Montenegro in this manner. The right to have an official vehicle for permanent use does not extend to ASK officials, unless there is a need for special protection based on the assessment of the competent authority for security affairs. MANS checked whether Perović has been awarded such protection, which would justify the permanent use of the car, but both the Ministry of the Interior (MUP) and the agency for national security (ANB) confirmed to MANS that Perović was not recognised as a protected person.
Apart from procuring the car in a problematic process and assigning the vehicle to herself for permanent use, Perović started driving it for hundreds of kilometres every week, including on weekends. Moreover, MANS discovered that ASK at some point changed the licence plates to so-called civilian ones rather than the specific licence plates of state-owned cars, making the car less noticeable when in use.
In less than ten months of having the car in 2022, Perović used it for private purposes and after working hours, on weekends, and even for a private trip to Slovenia for new year’s holidays, which was clearly shown in ASK travel orders. The ASK director has covered thousands of kilometres in the car.
After MANS published the story in January 2023, they filled a criminal complaint to SDT, which, after a few months, opened a preliminary investigation. That investigation is allegedly ongoing.

The public tender for procuring a luxurious limousine for €35,000 was characterised by corruption risks, and subsequent illegal use of the vehicle by the ASK director resulted in fuel expenses for 9 months, therefore suggesting a potential misallocation of public funds for private interests and the misuse of taxpayers’ money.
