Security forces are crucial to protecting peace, establishing the rule of law, and reducing instability. But security institutions can also become one of the greatest barriers to peace and development when they lack responsible governance:
- A lack of good governance hollows out militaries and prevents them from responding to national threats, as vital resources are either stolen or wasted.
- The special status of the military in many countries can also translate into significant economic advantages, with armies repurposed towards wealth extraction or creation to benefit military and government elites. This in turn removes economic opportunity from the majority, driving public frustration and, in some cases, extreme violent reactions.
- Poor governance can also lead to armed forces acing in direct contradiction to the interests of people and with impunity – from extortion and predation of ordinary people, conscription of children, forced labour and land expropriation to arbitrary arrest, violence, torture, and rape.
The Government Defence Anti-Corruption Index (GI) underpins all TI-Defence and Security (TI-DS)’s work. The index is an institutional risk assessment covering the full spectrum of corruption risks that government’s experience in the defence sector. This ranges from political factors such as weak oversight over defence policy right through to the theft of state resources due to poor procurement and finance practices. It is the only international benchmark promoting good governance in defence. It is a practical tool enabling governments, militaries, civil society, researchers, journalists and citizens to understand the quality of political oversight and accountability mechanisms, the integrity of personnel, procurement, and finance systems, as well as an evaluation of how militaries behave on operations. Compiling the GI is a big task. The GI is based on detailed research requiring a network of experts in around 100 countries. Each assessment involves an evidence-based analysis, normally by a country-based assessor, which is then subject to intensive peer review, including by representatives from Ministries of Defence. Our team of experts draws together evidence from a wide variety of sources across 77 indicators to provide a detailed assessment of the integrity of defence institutions world-wide
TI-DS is working towards a world in which governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption. We seek reforms toward open governments served by transparent defence institutions that are accountable to ordinary people and whose primary purpose is the protection of all citizens.
TI-DS works across three themes: with developed and emerging powers to create global standards for the governance of military power; on conflict and insecurity - to ensure policy makers recognise the threat corruption poses to peace and to reduce defence corruption in a fragile and conflict affected states; and tackling corruption in the global arms trade.

We are looking for a permanent project manager to manage a third iteration of this index. The ideal candidate will draw on a demonstrated track record of successful research or management experience in academia, international development or NGOs to deliver a high impact Government Defence Anti-Corruption Index.
The candidate will also understand how to draw on TI-DS’s growing network of regional staff, hosted by National Chapters, to ensure that capacity built through the index is leveraged and retained by the wider programme.
This is an exciting opportunity to make real impact. You will work as part of a dedicated international programme that is committed to fighting corruption within the defence and security sector and the arms trade. You will blend an international perspective, an ability to deal with complex problems and solid project implementation experience. We are looking for someone who is motivated, organised and able to work independently, and with an interest in building the capability of staff in TI chapters.
The role will be involve establishing and refining the research process for the index, including leading decision-making on any methodological changes, scope and how findings are presented. You will ensure the smooth day to day running and project management of the most important of TI’s projects. managing the input of other programme staff, as well as 100+ of country assessors and peer reviewers worldwide, with the support of an administrative project officer who you will directly line manage. You will take pride in ensuring high research standards are maintained.
You will ensure country findings are translated into policy recommendations and ensure that the GI findings are presented effectively externally, including online
EXPERIENCE AND KNOWLEDGE
- Excellent people skills; including the ability to work effectively in large teams and across countries;
- Demonstrated experience of managing complex research projects, working with contributors from across different regions and cultures;
- Experience in project management including administration, budget management, time management and delivery;
- First rate research skills, or at least a demonstrated ability to recognise such skills.
- Educated to a Masters-level; probably in international relations, political science, or a related discipline, with a knowledge of various methodological approaches.
- Excellent command of verbal and written English.
- Strong written and oral communications skills.
Desirable (but not essential)
- An understanding of (anti-)corruption, governance or related subject areas;
- Additional languages – particularly French, Arabic and Russian – would be a strong asset;
- Experience of running a multi-country survey;
- Previous experience of managing staff;
- Knowledge of the defence and security sector.
- A ‘self-starter’, able to quickly assimilate new information and to manage their own workload and tasks within strategic priorities and with minimum supervision;
- Capable of demonstrating creativity in applying solutions, and working with a geographically dispersed team;
- A highly organised individual, able to effectively carry out project and budget management;
- A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy;
- No restrictions on right to work in the UK and willingness to undertake travel.
