Terms of reference - Data management services for the Global Corruption Barometer

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

As an evidence-based advocacy anti-corruption organisation, measuring corruption is at the heart of TI’s work. One of the organisation’s key corruption measurement tools is the Global Corruption Barometer (GCB). The GCB is the largest worldwide public opinion survey on corruption. As a poll of the general public, it captures people’s experiences with bribery across different institutions, as well as their views and perception of both corruption and the effectiveness of the government in fighting corruption.

Since its debut in 2003, there have been in total nine editions of the GCB, each one of them covering multiple geographical regions. The last GCB round covered 119 countries and territories and was based on interviews with more than 160,000 adults. The Global Tools Team at Transparency International Secretariat (TI-S) is currently working on the GCB’s 10th edition. For this round, the survey has already been carried out in Sub-Saharan Africa, Latin America and the Caribbean, and the Middle East and North Africa and in the next few months it will be expanded to the European Union, Asia and the Pacific.

TI-S is seeking a data management provider to join a 2-year framework agreement to support the team with data processing and management, quality control and analysis. This consultancy might involve multiple assignments across the duration of this framework agreement.


The type of tasks which this framework agreement will cover include:

  1. Merging of data sets, with thorough data quality checking at all stages;
  2. Data cleaning, editing and processing (e.g., logical, attribute consistency controls, etc.);
  3. Presentation of data (e.g., tables in excel, word or html);
  4. On demand analysis and statistical tests (e.g., cross tabulations, cluster analysis, correlations, factor analysis, etc.)


The selected provider will be offered to contribute on an occasional basis to the provision of ad-hoc data management services within an agreed timeframe. TI-S will be responsible for the communication of each specific assignment, including a detailed description of the task and its purpose, a description of the deliverable and a delivery date. TI-S retains the sole rights with respect to all distribution, dissemination and publication of the deliverables. All deliverables are to be submitted in English, in electronic form, in accordance with the deadlines stipulated by TI-S.


The Consultant should have the following qualifications:

  • Demonstrable experience with conducting data management services for a variety of clients (public opinion surveys and/or market research);
  • Experience with large volumes of data is a plus;
  • High proficiency with SPSS or equivalent statistical software/packages (R, Stata, Python, etc.);
  • Proven ability to deliver timely, reliable, and error-free data management assignments;
  • Ability to guarantee complete confidentiality.


The Consultants should provide their estimated total fee as standard daily or hourly rates, before any VAT or other charges.
