# UN Convention against Corruption: Progress report 2013 URL: https://www.transparency.org/en/publications/un-convention-against-corruption-progress-report-2013 Type: Publication or report Published: 2013-11-25 Updated: 2019-11-22 --- 25 November 2013 Transparency International has actively supported the UNCAC from the early days, beginning with the Vienna negotiations in 2001-2003, and participated in the 2003 signing conference in Merida. Transparency International has emphasised all along that a follow-up monitoring system would be needed to ensure effective implementation of the UNCAC by governments, and played a leading role in the six-year effort that resulted in the adoption of the Review Mechanism at the Third Conference of States Parties (COSP) in Doha in 2009. Transparency International and its national chapters (NCs) have closely followed the UNCAC review process since it started operating in 2010 and prepared overview reports on the first three years of reviews. ### Related publications ## [Regional Assessment of Integrity in Political Finance in South Asia, Southeast Asia and East Asia](https://www.transparency.org/en/publications/integrity-political-finance-asia) Publication • 03 September 2026 This report reviews systems across 17 countries to identify the areas of political finance most in need of reform. ## [Whistleblowing Authorities in Europe: Roles, challenges and lessons learned](https://www.transparency.org/en/publications/whistleblowing-authorities-in-europe-roles-challenges-and-lessons-learned) Publication • 19 June 2026 This report examines the institutional design, mandates and functioning of national whistleblowing authorities across Europe. ## [Strengthening Public Oversight: Good practices for partnerships between civil society and supreme audit institutions](https://www.transparency.org/en/publications/strengthening-public-oversight-good-practices-for-partnerships-between-civil-society-and-supreme-audit-institutions) Publication • 29 May 2026 Stronger collaboration between Supreme Audit Institutions and Civil Society Organisations is needed for better public financial oversight. ## [Corruption fighters' toolkit: civil society experiences and emerging strategies](https://www.transparency.org/en/publications/corruption-fighters-toolkit-civil-society-experiences-and-emerging-strategi) Publication • 15 August 2002 ## Countries - [Panama](https://www.transparency.org/en/countries/panama) ![](https://images.transparencycdn.org/images/2013_UNCACProgressReport_EN_116.jpg?auto=compress&fit=crop&fm=webp&w=1200) [Download](https://images.transparencycdn.org/images/2013_UNCACProgressReport_EN.pdf)
