# National Integrity System Assessment: Serbia 2011 URL: https://www.transparency.org/en/publications/national-integrity-system-assessment-serbia-2011 Type: Publication or report Published: 2011-09-30 Updated: 2019-11-22 --- 30 September 2011 Corruption is a serious problem in Serbia indicated by international factors, such as the EU’s regular reports on Serbia’s progress towards European integration, and Serbian officials – the fight against corruption is one of the proclaimed objectives in the speech of every Prime Minister in the last decade. Effects of such plans are an essential part of any political and especially preelection controversy. In the political debate and effort to formally meet European standards, it is often neglected that institutions of society and their anti-corruption potential are the key to longterm, sustainable and lasting fight against corruption. For this reason the NIS analysis is extremely important as an impartial expert assessment of the vulnerability of social institutions and their potential for combating corruption. The Project ‘National Integrity System Assessment for Serbia’ (NIS) was made possible by the support of the EU Delegation in Serbia and the Fund for an Open Society, Serbia. ### Related publications ## [Whistleblower protection in EU enlargement countries - Towards EU standards and best practice](https://www.transparency.org/en/publications/whistleblower-protection-in-eu-enlargement-countries) Publication • 16 April 2026 Whistleblower protections in EU candidate countries lag behind EU standards, with legal gaps and weak systems undermining accountability. ## [Accountability, loading: A survey of open data for enhancing political integrity in the Western Balkans and Türkiye](https://www.transparency.org/en/publications/accountability-loading-survey-open-data-enhancing-political-integrity-western-balkans-t%C3%BCrkiye) Publication • 29 February 2024 This report underscores how open data can be used to uphold political integrity in the Western Balkans and Türkiye in political financing, law-making and resource allocation. ## [Bringing the Receipts: Political Finance Transparency in the Western Balkans and Türkiye](https://www.transparency.org/en/publications/bringing-the-receipts-political-finance-transparency-in-the-western-balkans-and-t%C3%BCrkiye) Publication • 07 December 2023 This study analyses political finance regimes in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia and Türkiye.
