It is the first of its kind in Libya, a country in a phase of transformation at all levels of the political landscape since the revolution in 2011. The study describes the status of the Libyan National Integrity System during April – November 2014. Significant turmoil erupted in May 2014 and increased following the parliamentary election in June 2014 with armed groups fighting for control of the capital and other areas of Libya. Libya faces a serious risk of territorial disintegration, where Islamists control the west and Benghazi, and the more liberal government asserts its control in the far east, supported by armed federalists. Various regions are considering breaking away from Libya and the security situation is in a very poor state. ## Additional downloads - [Download 'Conflicts of Interest in Public Sector Recruitments in Libya Jan15 Workking Paper' \[PDF\]](https://files.transparencycdn.org/images/Conflicts_of_Interest_in_Public_Sector_Recruitments_in_Libya_Jan15_Workking_Paper.pdf) ### Related publications ## [Closing the Gaps: Detecting and investigating corrupt money flows in the Middle East and North Africa](https://www.transparency.org/en/publications/closing-the-gaps-middle-east-and-north-africa) Publication • 13 May 2026 Corruption and illicit financial flows remain serious and ongoing challenges across the Middle East and North Africa. ## [Into the light: Benchmarking beneficial ownership transparency frameworks across MENA](https://www.transparency.org/en/publications/into-the-light-benchmarking-beneficial-ownership-transparency-frameworks-mena) Publication • 13 November 2025 Across MENA, countries are reforming ownership transparency frameworks, but sustained progress depends on stronger implementation. ## [Addressing land corruption in Africa: Recommendations based on the African Union's Land Governance Strategy](https://www.transparency.org/en/publications/addressing-land-corruption-africa-recommendations-african-unions-land-governance-strategy) Publication • 30 September 2024 This paper offers vital recommendations to combat land corruption in Africa, grounded in the African Union's Land Governance Strategy for sustainable progress. ## [Between anti-corruption reform and decline: Examining key actors, strengths and weaknesses in the Western Balkans and Türkiye’s national integrity systems](https://www.transparency.org/en/publications/anti-corruption-reform-decline-examining-key-actors-strengths-weaknesses-western-balkans-t%C3%BCrkiyes-national-integrity-systems) Publication • 19 June 2024 Assessments in the Western Balkans and Türkiye reveal a complex mixture of slow progress in strengthening integrity systems, along with democratic backsliding that strongly… ## Countries - [Libya](https://www.transparency.org/en/countries/libya) ![](https://images.transparencycdn.org/images/2016_NIS-Libya_en_116.jpg?auto=compress&fit=crop&fm=webp&w=1200) [Download](https://images.transparencycdn.org/images/2014_NIS_Libya_ENG.pdf)
