# Connecting the dots: building the case for open data to fight corruption URL: https://www.transparency.org/en/publications/connecting-the-dots-building-the-case-for-open-data-to-fight-corruption Type: Publication or report Published: 2017-02-23 Updated: 2020-04-03 --- 23 February 2017 In 2015, the G20 Anti-Corruption Open Data Principles were developed, as a first step towards leveraging open data as a crucial tool for enabling a culture of transparency and accountability in order to address corruption. The purpose of this overview report is to make the case for using open data to strengthen anti-corruption efforts. The report, which was jointly conceived and carried out by Transparency International and the Web Foundation, assessed the extent to which a select group of G20 countries ([Brazil](/whatwedo/publication/open_data_and_the_fight_against_corruption_in_brazil), [France](/whatwedo/publication/open_data_and_the_fight_against_corruption_in_france), [Germany](/whatwedo/publication/open_data_and_the_fight_against_corruption_in_germany), [Indonesia](/whatwedo/publication/open_data_and_the_fight_against_corruption_in_indonesia) and [South Africa](/whatwedo/publication/open_data_and_the_fight_against_corruption_in_south_africa)) have met their commitments to fight corruption by applying and implementing the principles and actions set out in the G20 Principles. This report also provides a set of recommendations for further action based on that assessment. ### Related publications ## [Whistleblowing Authorities in Europe: Roles, challenges and lessons learned](https://www.transparency.org/en/publications/whistleblowing-authorities-in-europe-roles-challenges-and-lessons-learned) Publication • 19 June 2026 This report examines the institutional design, mandates and functioning of national whistleblowing authorities across Europe. ## [Closing the Gaps: Detecting and investigating corrupt money flows in the Middle East and North Africa](https://www.transparency.org/en/publications/closing-the-gaps-middle-east-and-north-africa) Publication • 13 May 2026 Corruption and illicit financial flows remain serious and ongoing challenges across the Middle East and North Africa. ## [Whistleblower protection in EU enlargement countries - Towards EU standards and best practice](https://www.transparency.org/en/publications/whistleblower-protection-in-eu-enlargement-countries) Publication • 16 April 2026 Whistleblower protections in EU candidate countries lag behind EU standards, with legal gaps and weak systems undermining accountability. ## [Corruption Perceptions Index 2025](https://www.transparency.org/en/publications/corruption-perceptions-index-2025) Publication • 10 February 2026 The Corruption Perceptions Index scores 182 countries and territories by their perceived levels of public sector corruption, according to experts and business people. ## Priorities - [Right to information](https://www.transparency.org/en/our-priorities/right-to-information) ## Countries - [Brazil](https://www.transparency.org/en/countries/brazil) - [France](https://www.transparency.org/en/countries/france) - [Germany](https://www.transparency.org/en/countries/germany) - [Indonesia](https://www.transparency.org/en/countries/indonesia) - [South Africa](https://www.transparency.org/en/countries/south-africa) ![](https://images.transparencycdn.org/images/2017_OpenDataConnectingDots_EN_116.jpg?auto=compress&fit=crop&fm=webp&w=1200) [Download](https://images.transparencycdn.org/images/2017_OpenDataConnectingDots_EN.pdf)
