Sweden demonstrates moderate enforcement against foreign bribery. While Sweden accounts for 1.1 per cent of global exports, it opened 11 investigations and two cases of foreign bribery from 2016 until 2019, and closed one case with sanctions.

While whistleblower protection in Sweden has improved in recent years, it remains flawed. In addition, the country has not updated an antiquated law on dual criminality, which requires that a criminal offence under Swedish law must also be considered a criminal offence in other countries.

As a result, Swedish prosecutors are unable to act against Swedish companies that committed bribery abroad, but did so in a country where foreign bribery is not a crime.
