Spain moderately enforces against companies bribing abroad and accounts for 2 per cent of global exports. Between 2016 and 2019, Spain opened 11 investigations and 8 cases into foreign bribery, however, it only closed one case with sanctions.

Spain is one of six countries that improved in enforcement since our last report moving up to moderate enforcement from little to no enforcement. Spain publishes statistics on enforcement every three months, and since 2019, the state prosecutor’s office has also published an annual report with summaries of investigations and cases under its jurisdiction.

However, despite these advances, Spain’s legal framework does not offer adequate whistleblower protection in either the public or private sector. Additionally, the enforcement system suffers from a lack of resources.
