Norway

Moderate Enforcement level
2 Investigations opened

Norway moderately enforces against foreign bribery and makes up 0.6 per cent of global exports. Norway opened two investigations and no cases against foreign bribery between 2016 and 2019 and concluded two cases with sanctions during this time.

Norway is one of five countries that declined in enforcement since our last report.

In 2020, while several cases involving Norwegian companies abroad were dropped, a new amendment will make it easier for Norwegian authorities to prosecute companies accused of foreign bribery moving forward. Limited statistics on enforcement is available in Norway, and only Supreme Court decisions are made freely accessible online to the public.

There is currently no central register of beneficial owners of companies in the country, although it passed legislation in February 2019 to establish one.
