Call for proposals: Facilitation of Financial Sustainability Workshop (in French)

1. Summary
Transparency International (TI) is the global civil society organisation leading the fight against corruption through a global network of more than 100 locally registered TI National Chapters (“Chapters”). In Sub-Saharan Africa, many Chapters have built a solid reputation and credibility in their country which have led to increasing demands from donors, government and citizens. However, National Chapters in this region are also facing various obstacles in their work with one of the most significant being their financial sustainability.
Through this call for proposals, TI is looking for an expert in financial sustainability and fundraising for Civil Society Organisations who can facilitate and advise on these issues at a workshop to be held in June 2013 in Douala, Cameroon.
2. Background
TI Movement has 100 national chapters worldwide, and an International Secretariat in Berlin, Germany (‘the Secretariat’)-. The movement raises awareness about the devastating impact of corruption and works with partners in government, the private sector and civil society to develop and implement effective measures to tackle it.
The TI Strategy 2015 commits the TI Movement to working “with a sense of urgency and purpose to ensure that concrete, tangible and irreversible gains are made” in the fight against corruption by 2015. Strengthening its ‘responsiveness, presence, performance and impact’ at all levels has been identified as a strategic priority for the entire Movement that is central to realising this ambition.
Over the past three years, many Chapters in Sub-Saharan Africa have already expanded their work to include direct interaction with victims and witnesses of corruption, providing legal advice and support through ‘Advocacy and Legal Advice Centres’ (ALAC) and reaching out to local communities to help them speak out and take action against corruption.
To strengthen these achievements, TI-Secretariat held a workshop for francophone Chapters in December 2012 in Niger to identify their strategic objectives as well as help assess their capacity needs. The need for a stronger and more specific support for financial sustainability of National Chapters was then identified.
As part of its efforts to support National Chapters’ in becoming more effective and achieving sustainable growth, TI Secretariat is organising a workshop for six Chapters from francophone Africa (Burundi, Cameroon, Madagascar, Mauritius, Niger and Senegal), on 8-10 June 2013, in Douala, Cameroon. Benefiting from the experience of other financially successful Chapters and offering a range of tools developed and/or adapted for CSO's financial sustainability, the workshop will seek to explore financial sustainability strategies to enable core institutional strengthening and growth.
The workshop– will be organised by the Africa Regional Department within the framework of the new Africa Regional Programme and with support from the European Commission, the French Foreign Ministry and the Australian Development Cooperation.
The workshop will be held in French and most related materials will be in French as well.
3. Workshop Goal and Objectives
The overall goal of the workshop is to strengthen the ability of National Chapters from francophone Africa to become financially sustainable. The workshop is targeting Executive Directors and Resource Development Managers from the six participating Chapters.
The workshop specific objectives are as follows:
- Encourage experience sharing and exchange of information on resource mobilisation strategies.
- Provide insights on the link between organisational and financial sustainability, and review key tools and processes.
- Explore income diversification for National Chapters and how to build quality relationships with a variety of donors.
- Familiarise participants with various fundraising techniques and approaches.
4. Expected outcomes
- Shared experiences and lessons on effective resource development and management.
- Clear understanding of the requirements for achieving financial sustainability in the context of National Chapter work.
- Enhanced ability of participating Chapters to demonstrate value and develop a strong case for support targeting a variety of funders.
- Participating Chapters are equipped to develop and implement fundraising plans, and write professional funding proposals.
5. Tasks and Deliverables
The consultant will act as the lead facilitator of the planned workshop and advise on the possible strategies. In this context, s / he will be working closely with the Africa Regional Department and, s/he will be expected to deliver the following tasks:

6. Selection Criteria
TI will consider proposals from suitably qualified individual consultants or consultancy firms with:
- At least 10 years of proven experience in facilitating organisational financial sustainability and / or fundraising planning processes within the non-governmental sector, including in Sub-Saharan Africa.
- A strong understanding of the practical realities and challenges of managing and funding small and medium size national NGOs in the Africa region, within a global federation. A proven experience in countries listed or in francophone Africa countries will be a distinct advantage.
- Proven experience in facilitating peer learning and horizontal knowledge exchange.
- Strong commitment to Transparency International’s vision of a world free of corruption, with previous work in the field of anti-corruption and good governance a distinct advantage.
- Willingness to work within agreed TI programme frameworks, and to draw on and promote existing TI financial sustainability and fundraising tools in workshop facilitation.
- Perfectly fluent written and spoken French, with the ability to easily read and analyse comprehensive amounts of information in both French and English.
7. Application Process

- A cover letter outlining motivation and evidence that the consultant is qualified to undertake this study.
- Curriculum Vitae briefly summarising relevant experience.
- Statement of proposed consultancy fee (in Euros, based on daily fee basis or on a lump sum/ fixed cost basis with an estimate as to the number of days that will be spent on the assignment).
- Contact details for at least two independent referees/ organisations with in-depth and proven knowledge of the applicant’s expertise and relevant work experience.

TI reserves the right to accept or reject any application and/ or to modify the Terms of Reference and Scope of Services if a better and more cost-effective way of achieving the deliverables emerges.
