Background
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
Over the next 12 months it is envisaged that a number of opportunities will arise for the development of project proposals / grant applications within the framework of our global anti-corruption programmes. These programmes, all of which combine both international and national advocacy around the world, are Business Integrity, Climate Finance, People Engagement and Public Sector Integrity.
Purpose of the call and deliverables
TI is seeking to develop a pool of high quality proposal writing/ project development consultants who it could draw upon, as required. This Call for Expressions of Interest is intended to pre-identify these consultants. It is anticipated that successful candidates will be offered a framework agreement, within which specific assignments and deliverables will be agreed on as and when they arise.
Assignments are likely to include at least initial travel to Berlin, Germany.
Selection Criteria
The consultants should have:
- A compelling writing style
- A track record of delivering successful NGO/ CSO proposals and grant applications to different types of donors
- The ability to take complex ideas and turn them into communicable frameworks, simple packages and coherent projects
- Knowledge of monitoring and evaluation, especially in advocacy projects (e.g. logical frameworks, theory of change)
- Budgeting / resource planning skills
- Fluent written English (required); French and/ or Spanish (Desired)
- Knowledge and experience of anti-corruption / good governance work (Desired)
Consultants will be selected based on a mixture of skills and cost.

- Brief cover letter, including relevant experience and any information about availability
- CV (including contact details of at least 2 referees for which similar work has been undertaken)
- Sample(s) of relevant written work (in English). Notes: Please only submit samples which have not been edited by another person. Any written sample will, of course, be treated confidentially and not be used by TI in any other way than as a means for assessing the skills of the applicant.
- Costs (in Euros): The consultant should identify their daily rate (which would be valid for any assignment entered into within the next 12 months) as well as complete a VAT Form (Download Here). The VAT Form is required in order to help us assess the overall costs of the application.
