Call for Expression of interest: International Expert on Monitoring, Evaluation and Learning

1. Background

Transparency International (TI) is inviting expressions of interest from highly motivated international experts / consultants on Monitoring, Evaluation and Learning (MEL).

The expert/ consultant  would be expected to develop a Monitor, Evaluation and Learning system in the context of a three-year, four-country regional programme called the ”Pacific Institutional and Network Strengthening Programme” (PINSP). Overall coordination of the PINSP lies with the TI International Secretariat in Berlin, Germany, while implementation is led by TI national chapters in Papua New Guinea, Fiji, Solomon Islands and Vanuatu. The MEL system to be developed will seek to assess the effectiveness of the PINSP in contributing to the chapters’ strategic and capacity development plans, and thus to help chapters to monitor progress against their own strategic objectives.

Increasing pressure to demonstrate concrete results requires a Monitoring, Evaluation and Learning system to be developed and implemented to enable Pacific chapters to strengthen their capacity to effectively measure the impact of their work according to their strategic plans and capacity development plans. In addition to providing learning opportunities, it aims to enable national chapters to plan more strategically and professionally in order to mobilise limited resources to achieve greater impacts.

2. Objectives

The expected level of effort is estimated at 20-30 days over a 2-month period (April to May 2013).

The expert / consultant will be expected to support the effective implementation of the PINSP by developing an overall Monitoring, Learning and Evaluation system with each of the 4 PINSP chapters that:

  • Enables Pacific national chapters to effectively monitor and evaluate results and measure progress towards programme objectives on the basis of their strategic and capacity development plans;
  • Provides the basis for making adjustments where required to enhance programme effectiveness;
  • Aligns with PINSP and TI-S MEL Frameworks;
  • Promotes increased accountability for resource use.

3. Report structure and expected deliverables

The consultant will develop a Monitor Evaluation and Learning Framework in cooperation with the chapters and TI-S through workshops to be held at each chapter individually.

The work of the consultant(s) will take place between April and May 2012 and will entail the following:

  • Developing a strong familiarity with the PINSP and Transparency International’s MEL Framework and how to streamline information inputs from each chapter’s MEL Framework;
  • Facilitation and development of a 2-3 day’s workshop in each of the 4 chapters and revise existing MEL Frameworks if necessary;
  • Ensuring all 4 MEL Frameworks are integrated into PINSP and TI-S MEL Framework;
  • Reviewing developed draft MEL Frameworks and providing support through at least one follow up conference phone call with each chapter and TI-S after the workshop held.

Transparency International’s Asia Pacific Department will support the work of the consultant. The Pacific Regional Coordinator will join the consultant providing support and guidance throughout the assignment.

4. Selection criteria

The consultant must have at least five to ten years related-experience in planning, design, facilitating training and implementation of MEL systems in international environments (including quantitative, qualitative and participatory MEL methods and approaches). The consultant must have MEL field experience in Pacific region and in-depth understanding and knowledge of the work of non-governmental organisations, in particular civil society capacity building within the Pacific region. Ideally, the consultant will have previous experience of developing MEL frameworks in the context of civil society capacity development and/or advocacy programmes.

Education: Master’s degree or PhD in social sciences or related field.

In addition, the consultant should be:

  • motivated and committed to the values of transparency and integrity;
  • fluent in English (working knowledge of Tok Pisin, Pijin and/ or Bislama is an asset);
  • Willing and available to travel in the period indicated.

5. Remuneration and Costs

The Consultant should provide a detailed budget of all fees and implementation expenses (before any VAT) including travel, accommodation and all other associated costs.

In order to determine the Value Added Tax (VAT) implications of this tender, we kindly request that the Consultant answer each of the following questions relating to VAT and submit their answers in the attached Word document, along with their email application.

  1. Are you a registered business entity or operating as a private person?
  2. In what country is your business operation located?
  3. Are you registered for VAT?
  4. If registered for VAT, located outside the EU, and do not apply the reverse-charge mechanism, what rate of VAT are you obliged to charge?
  5. If you are not registered for VAT, are you obliged to charge any other local taxes/charges?
  6. If you are VAT registered within the EU, please provide your VAT number.

TI is inviting expressions of interest with detailed costing based on daily rates or as a delivery/outcome based lump sum.

  • A cover letter  outlining motivation and relevant experience;
  • A Curriculum Vitae providing a full description of the applicant’s profile and expertise;
  • A concept note outlining suggested approach including a time schedule;
  • A cost estimate for delivery of the above-described services and outputs, including a break-down to level of effort and expenses;
  • Contact information for at least two independent referees with in-depth and proven knowledge of the expert’s / consultant’s expertise and relevant work experience.
