National Integrity System assessment published 26 January 2012
The assessment of the Romanian National Integrity System offers an evaluation of the legal basis and the actual functioning of the national government unctions (“pillars”) and institutions ensuring these functions. They are assessed in the context of the basic political, social, economic, and cultural foundations of the country and taking into account the corruption profile and the anticorruption activities in the last two years in Romania. This NIS assessment finds that the institution most affected by corruption, but also the least independent pillar, is the public sector. Its resources and independence are decisive for ensuring its integrity and, both in law and practice assessed as creating a huge vulnerability of the whole system. The public procurement system is also at risk, as the practice shows there are constant and many times undiscovered breaches of law.
