National Integrity System assessment published 1 January 2009
Ireland has made substantial progress in strengthening legal and institutional safeguards agains corruption over the past fifteen years. In addition, the scale of ‘petty corruption’ is perceived to
be amongst the lowest measured anywhere in the world. Significantly however, Ireland is regarded by domestic and international observers as suffering high levels of ‘legal corruption’. The situation is compounded by a lack of transparency in political funding and lobbying. See the 2012 Addendum to this report.
