who does what with the Follow-up Mechanism at the OAS?
The Mechanism is composed of three bodies from within the OAS system:
- The Conference of States Parties: In this body, the 28 States Parties to the Follow-up Mechanism are represented by diplomats, their ambassadors, or the heads of their Permanent Missions. This is the political body which makes the most important decisions regarding State implementation of the Convention and which can make changes to the Follow-up Mechanism to the Convention.
-
Committee of Experts: This is the technical body which meets at least two times a year at OAS headquarters in Washington to analyse compliance by the States Parties with selected provisions of the Convention. These meetings are held according to a previously established calendar. This Committee has Rules which establish the procedures for examining States and which allow for the participation of civil society.
The 28 Committee members are experts in the field of corruption in their countries. Some work in the Anti-Corruption programs of Ministries of Justice, Foreign Affairs, Economics or Finance. Others are Anti-Corruption consultants specializing in areas like public ethics or legislative issues.
- Secretariat: The OAS provides this body to support the Committee of Experts with assessment, organisation, and secretarial services.
