Campaigns to promote the Convention and its implementation

A number of civil society organisations in the Americas have actively worked at the national level to raise awareness of the obligations of State Parties to the OAS Convention. These organisations have designed programs and events, often in cooperation with their governments, to lobby for the complete implementation of the Convention and for monitoring the compliance of state parties to the recommendations issued by the Committee of Experts.

Below is a short descripton of these organisations and thier lobbying efforts:

Argentina

  • Poder Ciudadano, TI´s National Chapter, works at a provincial level through the "federal group for monitoring and promoting the IACAC" in order to assure the implementation of recommendations made by the Committee of Experts. To this end, activities are planned for Tucumán, Mendoza, Jujuy, Córdoba, and Santa Fe.
  • Poder Ciudadano works with the National Attorney of Administrative Investigations to establish national standards for the application of recommendations from the Committee of Experts.
  • Poder Ciudadano monitors the general auditor's progress report on implementation of the IACAC.

Chile

  • Chile Transparente, TI´s National Chapter, is carrying out a cycle of eight television programs, one of them on the Anti-Corruption Conventions. This project seeks to promote existing Conventions by creating a dialogue between citizens and politicians.
  • Chile Transparente organized a workshop involving civil society, the private sector, public officials, and the media in order to develop strategies for implementing the Convention.

Colombia

  • Transparencia por Colombia, TI´s National Chapter, published a manual about the IACAC as part of its series of Workbooks for Transparency.
  • TI-Colombia works with the Office of the Vice-President to prioritize the Experts' recommendations and to develop an implementation strategy.

Dominican Republic

  • Participación Ciudadana, a National Chapter in formation of TI, works on the IACAC within the framework of its project on "Transparency in Public Management." One of Participación Ciudadana's principal areas of work is the monitoring of the IACAC, carried out with the participation of citizens and the different sectors of Dominican society.

Ecuador

  • Corporación Latinoamericana para el Desarrollo (CLD) is the National Chapter of TI in Ecuador. As Technical Secretary of the XXIV General Assembly of the OAS (June 2004), CLD supported the participation of civil society by way of an inter-institutional body - the Management Committee of Civil Society. Both national and international events gave civil society throughout the hemisphere a chance to provide feedback and to formulate recommendations to add to the discussion.
  • CLD promotes the implementation of the IACAC by way of an evaluation done by civil society regarding the efforts of the signatory country to apply the terms of the Convention.
  • CLD-TI carried out training seminars aimed principally at public officials responsible for implementing the terms of the IACAC in their country. Thanks to the participation of renowned experts on the subject and the presentation of materials produced by CLD-TI, the seminars covered the essential aspects of the IACAC with an emphasis on the obligation to implement the Convention.

El Salvador

  • Probidad is carrying out a project aimed at promoting citizen participation and combating corruption by raising awareness of the IACAC and the budgetary and government procurement systems. Among its activities are the development of citizen guides to the Convention.

Guatemala

  • Acción Ciudadana, a TI National Chapter, tries to strengthen existing state and civil society initiatives for combating corruption through its program, Promoting Transparency and Institutional Strengthening. The project is oriented towards monitoring of the Anti-Corruption Conventions and the application of the IACAC in Guatemala.

Venezuela

  • On the 10th anniversary of the signing of the OAS Convention (Caracas, 29 March 29 1996) Transparencia Venezuela and Universidad Metrolopolitana organised an event to evaluate how the OAS Convention is being implemented in the country.
  • Transparencia Venezuela, the National Chapter of TI, has a program which monitors implementation of the IACAC to increase compliance of the Venezuelan government with this Convention.
