TIC presented recommendations to amend the shortcomings

Within the project focused on the effectiveness of SF funds distribution, TIC has prepared a number of analyses and documents. Their outcomes show that our current system of SF funds distribution in the CzechRepublic is too complicated, confusing and not always transparent. „The experiences gained during the first programming period may serve as a valuable input in preparations for the following period of 2007 – 2013. In this period, there will be funds several times greater than during the first period. Moreover, the number of operational programmes will be five times greater, “ says Barbora Pěchotová, TIC project manager.

The recommendations concentrate on selected problem areas: process of selection and implementation of the EU funds end-users projects and projects of technical assistance, transparent access to information, conflict of interest, influence of the political representation on selection of projects, and the field of monitoring and evaluation. The document points out particular shortcomings and presents some suitable corrective measures. For example, in the area of institutional conflict of interest it draws attention to low inter-connection of the Conflict of Interest Act with the Act on Support of Regional Development. The latter should be amended so that it makes provision in relation to the accumulation of offices in institutions participating in decision process of project applications acceptance; it should more precisely define the role of Regional Boards and of the Regions, etc.

The issue of possible conflict of interest is also the focus of another study, “The Influence of Political Representation on Selection of Projects within the Joint Regional Operational Programme in the South-East, South-West and North-West Regions”, which shall be available in June 2006.
