  • Join us next Thursday 7 April for a special screening of Justice for Sergei: a documentary about the life of Russian lawyer Sergei Magnitsky who uncovered the largest tax fraud in Russian history and agreed to testify against the government officials implicated in the case. He refused to withdraw his testimony, even when imprisoned on charges of conspiracy and his health deteriorated. Magnitsky died in custody in November 2009 after medical treatment was allegedly withheld. The film serves as a commentary on the wider corruption problems facing Russia, a country where 53 percent of people believe corruption is getting worse, and the police and public officials are seen as the most corrupt institutions, according to Transparency International’s Global Corruption Barometer.
  • The film will be introduced by William Browder, founder and CEO of Hermitage Capital Management. Hermitage was the target of the tax fraud that was the focus of Magnitsky’s investigation.During the ten years he spent in Russia and following his expulsion by the government in 2005, Browder has been an outspoken advocate for better corporate governance and has been instrumental in calling for those responsible for Magnitsky’s death to be brought to justice.

When President Obama announced a new strategy for Afghanistan in his West Point speech in December 2009, he also made it clear that he had plans to begin a transition process to Afghan leadership by July 2011. In order to allow transition to be effective, President Karzai and the international community will have to demonstrate success not only in security provision and the development of the Afghan National Security Forces, but also on broader issues such as building a capable and legitimate government, progress on development, governance, managing crime and countering corruption.

RUSI, Transparency International UK and Konrad-Adenauer-Stiftung co-organised three seminars that were designed to explore the challenges the international community faces on governance, development and corruption issues in Afghanistan. The ultimate aim was to contribute to the process of defining the necessary steps forward to make transition to Afghan leadership and control possible. The seminars brought together Afghanistan experts, government officials from Afghanistan, NATO countries and representatives from other key players in Kabul. The result of this project is the strategy paper "Afghanistan in transition: Reshaping priorities for 2015 and beyond" that will be presented in Berlin, Kabul and London.

Corruption in climate governance – why is it an issue for Europe? Transparency International, in cooperation with the European Policy Centre (EPC), is holding a debate tomorrow to explore this question. The debate will take place at the Renaissance Brussels Hotel, Rue du Parnasse 19, 1050 Brussels, from 10.00-12.00 on Wednesday 18 May 2011 (registration begins at 9.40!) and coincides with the publication of Transparency International’s new Global Corruption Report: Climate Change.

The promotion of clear rules and compliance mechanisms for mitigation and adaptation is an important part of building effective climate governance. At the same time, successful climate governance in the EU and in the rest of the world requires that major challenges be addressed, including the risk of corruption. Political decision-making, financing, the functioning of carbon markets and access to natural resources are just a few areas facing such a risk.

Some of the questions to be discussed at this Policy Dialogue include: is the European carbon market suffering from weak governance and if so, what are the implications for environment and economy? Given that a European low-carbon economy will be largely built on natural resources that originate from countries characterized by weak governance or corruption, what risks does this pose for Europe? What more could the EU do to promote effective climate governance?

Speakers in the panel include:

  • Lisa Elges, Climate Governance Programme Manager at Transparency International
  • Mary Veronica Tovšak Pleterski, Director for European and International Carbon Markets at DG Climate Action, European Commission
  • Henry Derwent, President and CEO of International Emission Trading Association
  • Andrea Pinna, Senior Climate Specialist at the European Investment Bank.

The discussion will be chaired by Josef Janning, EPC Director of Studies.

The CIVICUS World Assembly is a major global gathering of civil society organisations, donors and representatives of government, international institutions and business to seek collaborative ways to strengthen the rights of citizens everywhere to exist, express and engage collectively. The 2011 event will be held in Montreal, Canada from 10-12 September.

This year, the event will focus the theme “Civil society and global decision making: Doing it better.” As the complex connections between the myriad concerns of citizens around the world become ever more apparent, it is clear that tackling these challenges – from climate change and development effectiveness to democratic spaces – requires collaboration on an unprecedented scale between North and South, local and global. The 2011 World Assembly, hosted by CIVICUS’ partner, Institut du Nouveau Monde, will use contemporary tools and methodologies to synthesise creative thinking from diverse actors towards evolving ways forward built on shared values of equity, justice, inclusiveness and accountability.

Successful responses to the challenge of preventing the worst impacts of climate change depend upon transparency and accountability in multiple ways. The kinds of social and economic transformations necessary to promote “low carbon development” will challenge vested interests, unleash new flows of finance, and test the integrity of people in power in both public and private sectors.

Please join Transparency International and the World Resources Institute for a panel discussion on how efforts to promote climate policy in the U.S. and around the world have managed these challenges, and about new initiatives to promote transparency and accountability around climate data and national-level commitments. Building from the Global Corruption Report: Climate Change, speakers will address the questions of transparency and accountability of climate information and decision-making, with a focus on the U.S. Key questions to consider:

  • How does lobbying influence the climate policy debate in the U.S.?
  • How can civil society contribute to advancing the debate on lobbying in U.S. climate policy?
  • What do GHG reduction pledges assume about policy implementation, and how can civil society keep countries on track?
