A panel of renowned whistleblowers will discuss the importance of speaking out in the public interest, and what steps they think need to be taken to promote good faith reporting in Ireland. The meeting will be moderated by RTÉ’s business correspondent Emma McNamara.
Silence has cost thousands of people their lives and livelihoods in Ireland. From the sexual and physical assault of children in the care of the State or the Church, to the gross abuse of financial power by bank executives; the one thing such cases had in common was the suppression of the truth. Those who knew often stayed silent. The victims of abuse and those who spoke out both suffered the consequences.
Transparency International Ireland will launch a new report on safeguards for whistleblowers in Ireland together with international best practice principles for whistleblower legislation at the event.

The idea for this handbook came from the massive humanitarian response to the Asian tsunami, when the huge levels of resources committed by the international community created concern about new opportunities for corruption. Many international development agencies have put in place corruption prevention polices tailored to development programmes, but there was a noticeable gap in policies for preventing corruption in emergencies. Based on extensive research within and beyond the humanitarian sector, as well as detailed input from the humanitarian community itself, this handbook aims to fill that gap. It offers a menu of good practice tools for preventing and detecting corruption in humanitarian operations.
The handbook is primarily:
- aimed at managers and staff of humanitarian agencies, both at headquarters (HQ) and in the field
- directly for those on front line of aid delivery as well as to senior managers who determine organisational culture and values.
The handbook is designed to help anyone working in the humanitarian sector identify and prevent the corruption risks faced by their particular organisation or department, or within a specific programme or role.

The Commission for Social Development (CSocD) is a functional commission of the Economic and Social Council (ECOSOC) of the United Nations. It consists of 46 members elected by ECOSOC. The priority theme for 2010 is "Social Integration"
Since the convening of the World Summit for Social Development in Copenhagen in 1995, the Commission has been the key UN body in charge of the follow-up and implementation of the Copenhagen Declaration and Programme of Action. As a result of the Summit, the mandate of the Commission was reviewed and its membership expanded from 32 to 46 members in 1996. It meets once a year in New York, usually in February.
Each year since 1995, the Commission has taken up key social development themes as part of its follow-up to the outcome of the Copenhagen Summit. The Commission's Programme of Work contains all documentation of the Commission for each of its sessions since the Summit.

Political financing regulation is a body of principles, rules and procedures through which parties attempt to limit the undue influence of money in politics. In most countries state bodies such as governmental departments, national electoral commissions, specialised financing monitoring bodies were entrusted or created to monitor and enforce political and financial regulations.
The list of corrupt practices experienced in Asia and Europe associated to party and election financing is widely known to decision-makers and the public at large: favouritism and malpractice in public procurement, distortion of privatisation processes, selective licensing, abuse of public resources for campaigning, creation of slush funds in state-owned enterprises and public bodies etc.
This 2-day workshop will look at what can be learned about a self-regulating body by looking comparatively at different regulatory experiences that have evolved across countries in Asia and Europe.
Drawing from different regulatory experiences and multi-disciplinary perspectives in both Asia and Europe, the workshop aims to:
- Examine existing bodies and mechanisms overseeing political financing.
- Discuss the challenges and trends facing political financing today, particularly in Asian and European democratising countries.
- Promote a professional network to discuss and exchange knowledge-based, innovative and integrated methods of strategies and activities regarding political financing.
- Contribute to closer and informal relationship between different national actors in Asia and Europe.

This report presents a regional overview of accountability and transparency in primary education management in seven African countries. It has been produced within the framework of Africa Education Watch (AEW). AEW is a threeyear programme (2007-2010) implemented by Transparency International (TI) that focuses on governance in the management of public funds in the primary education system.
As part of this programme, TI undertook a large-scale assessment of the effectiveness of decentralised accountability structures. It covered seven countries:
- Ghana
- Madagascar
- Morocco
- Niger
- Senegal
- Sierra Leone
- Uganda.
Countries surveyed were selected based on the presence of a TI Chapter in the country with previous experience working on education. Another criterion was representation of economical and cultural differences.

The IACC is the world premier forum that brings together royalty, heads of state, civil society and the private sector to tackle the increasingly sophisticated challenges posed by corruption. The IACC:
