The TI Africa and Middle East Department is working on a range of current and future projects designed to support goals related to our priority issues. On this page you can read about three programmes designed to support our priority of capacity building in the region, as well as planned programmes and activities to address our goals of increasing transparency and accountability in the judiciary and ridding the education sector of corruption.

Kenyan Teachers Service Commission (TSC)

Corruption can have a devastating effect on any country’s education sector and present an obstacle to development. After the Kenyan Teachers Service Commission (TSC) was ranked as that country’s second most corrupt institutions in TI-Kenya’s Bribery Index 2005, the TSC requested that TI-Kenya conduct an integrity study to better understand and fight corruption within its ranks. The following study investigates perceived and actual levels of corruption in the TSC, makes recommendations about how the TSC can better fight the problem, and hopes to contribute to better understanding of the phenomenon both in Kenya and beyond.

The Francophone Africa Capacity Building (FACB) programme

The Francophone Africa Capacity Building (FACB) programme aims at empowering civil society organisations in a number of francophone countries in sub-Saharan Africa to lead the fight against corruption on a national level by developing and enhancing their capacities in general NGO skills, such as strategic planning, and specific anti-corruption techniques in areas such as public contracting. The programme supports activities by TI affiliates in Benin, Burkina Faso, Burundi, Cameroon, Madagascar, Mauritius, Niger, Senegal and Togo, and has made possible the translation of key TI documentation, such as annual reports, press releases and quarterly newsletters. Most notably, the FACB programme financed the adaptation of the TI Source Book to the context of francophone Africa, published in 2003 under the title “Combattre la Corruption: Enjeux et Perspectives.” More information about the TI Source Book in French can be found on our resources and publications page.

Equipping the Civil Society to Combat Corruption in the Arab World programme

“Equipping the Civil Society to Combat Corruption in the Arab World” is the European Commission-financed capacity-building programme for the Middle East. This programme aims at enhancing the watchdog functions of civil society in the region and increasing the participation of civil society organisations in policy design and governance monitoring. This project also encompassed capacity-building workshops in Morocco (27-29 Feb. 2004), Lebanon (8-9 Sept. 2004) and Bahrain (20-23 Feb. 2005) to strengthen the network of anti-corruption activists in the region through training, technical assistance, seed funds and mutual visits. G8 BMENA civil society dialogue

The Group of Eight-Broader Middle East and North Africa (G8 BMENA) civil society dialogue on Transparency and Anti-Corruption is one of four civil society dialogues within the Forum for the Future 2005 in Bahrain. This dialogue has been supported by the UK Foreign and Commonwealth Office and was attended by representatives from both civil society and the private sector in G8 countries, 16 BMENA countries and Turkey.

This process has produced a highly concrete and practical Platform for Action including three recommendations: to ratify and implement the UN Convention Against Corruption, to implement policies and practical measures to ensure transparency in public financial management, and to take anti-corruption action to address the social deficit. planned programmes and activities

transparency in the judiciary

TI, through its Secretariat and National Chapters in Cameroon, Ghana and Nigeria, intends to develop a pilot-project to increase transparency in the area of the judiciary. The objective of this project is to develop a user-friendly methodology and tools for civil society to monitor the performance of the judiciary at the local level –a grassroots initiative designed to empower civil society. Education Watch

A programme designed to reduce corruption in the education sector, entitled “Education Watch” will be implemented through TI National Chapters in Burkina Faso, Ghana, Madagascar, Niger, Nigeria, Uganda and Zambia, with activities co-ordinated by TI-S on a regional level. The programme consists of a set of local participatory assessments that will provide a snapshot of delivery of basic education on district or city levels. Findings of the local projects will inform a regional advocacy campaign, co-ordinated by TI-Secretariat.
