the ACH project

The ACH is a practical guide which aims to assist the process of designing and applying anti-corruption measures – from legal reform to institution-building. Intended as a one-stop reference for practitioners around the world, it provides a unique and up-to-date overview of key reform elements, developing guidelines for their effective implementation illustrated by examples of good practice.

The Handbook is being launched in stages and will be regularly updated.

The ACH is based on TI’s National Integrity System (NIS) approach to countering corruption – as espoused by the TI Source Book - which offers a framework with which to analyse the adequacy and effectiveness of national anti-corruption efforts. The ACH seeks to build on this approach, addressing the key elements of anti-corruption reform in a useful and practical way. Though it retains a substantial focus on anti-corruption systems in the public sector, the ACH also assesses the role of non-governmental actors and inter-governmental bodies in combating corruption. By covering public and private spheres of governance, the ACH reflects recent thinking about the broadened context in which policy-making takes place.

Key features of the ACH are:

  • the flexibility and up-to-date nature of its contents, with thematic Resource Pages revised regularly to reflect new developments;
  • its practical and hands-on style, intended to assist practitioners in navigating the complexities of anti-corruption reform;
  • its inclusiveness in addressing various types of political and legislative systems; and
  • its focus on highestquality resources.

structure

The ACH is divided into Resource Pages, each of which deals with a specific aspect of TI’s systemic approach to countering corruption, as captured in the National Integrity System. Each Resource Page in turn contains the following elements:

  • an initial discussion of the topic, highlighting latest thinking;
  • practical guidelines to steer the successful design and implementation of a related tool or institution, including a set of key recommendations;
  • a selective list of relevant quality readings, each of which is comprehensively abstracted and fully available online;
  • a selection of leading examples of good practice;
  • an overview of relevant Transparency International activities in the topical field;
  • a list of related websites, including links to other organisations and useful online resources such as bibliographies.

In order to ensure highest quality, each page is tailor-written and reviewed by anti-corruption specialists from within and outside the TI movement. The ACH project is managed by the Policy and Research Department at TI’s international secretariat office in Berlin.
